Unjustified or willful failure to attend seminars, workshop, conferences and the like or the continuing education program prescribed by the board and the commission. The decision of the board to revokeor suspend a certificate may be appealed to the regional trial court of the place where the board holds office within 15 days from receipt of the said decision or the denial or the motion or reconsideration filed in due time.
